NAB launches inquiry into alleged illegal approval of marriage halls by SBCA

KARACHI: The National Accountability Bureau (NAB) has begun an investigation into allegations that the Sindh Building Control Authority (SBCA) unlawfully issued no-objection certificates (NOCs) for marriage halls and marquees and permitted commercial construction on amenity plots. 

The anti-corruption watchdog has requested a comprehensive report from the SBCA detailing the alleged violations, financial losses incurred by the national exchequer, and reasons behind the authority’s failure to act.

According to an official NAB communication sent to the SBCA chief, the inquiry stems from complaints highlighting two major concerns: the unauthorized issuance of NOCs for marriage halls and the construction of such facilities on land designated for public amenities. NAB noted that previous requests for information had gone unanswered, prompting the bureau to seek an updated and detailed explanation.

The inquiry comes at a time when concerns are growing over the increasing commercialization of residential areas in Karachi. Residents, urban planners, and legal experts have warned that unchecked commercial development could intensify traffic congestion, environmental degradation, and pressure on already overstretched civic infrastructure.

These concerns were recently echoed during a press conference titled “Citizens Speak for a Liveable Karachi,” organized by the Karachi Citizens Foundation (KCF) at the Karachi Press Club. Participants argued that the city’s aging sewerage and infrastructure systems are already struggling to meet existing demands and that further commercialization would worsen the situation.

Responding to NAB’s inquiry, an SBCA spokesperson stated that the authority has launched a citywide survey to identify illegally constructed marriage halls and marquees. Data is being collected from all districts of Karachi, and a final report will be submitted to NAB once the survey is completed.

However, industry representatives have expressed reservations about the survey process. They argue that authorities are aware of the locations of illegal marriage halls but are instead placing pressure on businesses that operate legally and comply with regulatory requirements.

Rana Raees Ahmed, President of the All Karachi Marriage Hall, Lawn and Banquet Owners Association, described the rapid rise of unauthorized ballrooms as a serious public safety threat. He claimed that nearly 200 such venues are operating from ground and mezzanine floors of multi-story residential buildings without adequate safety standards.

He warned that many of these establishments lack proper fire exits, structural safeguards, and emergency arrangements, making them highly vulnerable in the event of an accident. According to Ahmed, these venues pose significant risks to both lives and property, and he questioned how such constructions were allowed to emerge.

Despite concerns over the survey, Ahmed welcomed NAB’s investigation, calling it a necessary step toward addressing illegal construction and ensuring accountability. He added that the association represents approximately 800 legally operating marriage halls and banquet facilities that follow official procedures and regulations.
