NA takes up motion seeking approval of emergency in KP

ISLAMABAD: Federal Minister for Parliamentary Affairs Dr Tariq Fazal Chaudhry on Wednesday presented a motion in the National Assembly seeking parliamentary approval of the presidential proclamation imposing emergency in Khyber Pakhtunkhwa (KP), alongside the proposed imposition of Governor’s Rule in the province.

The National Assembly session was held at Parliament House under the chairmanship of Speaker Sardar Ayaz Sadiq. Members approved a motion by majority vote to suspend Question Hour and take up the presidential proclamation issued on October 11, 2026.

Chaudhry formally presented the proclamation, issued under Article 232 of the Constitution, before the House. A motion seeking its endorsement was subsequently moved, with Federal Law Minister Azam Nazeer Tarar initiating the debate.

Addressing lawmakers, Tarar said parliamentary approval of the emergency proclamation was a constitutional obligation. He argued that the decision had been taken in view of internal disturbances and the provincial government’s alleged failure to adequately address the growing threat of terrorism.

The law minister claimed that Khyber Pakhtunkhwa had witnessed 3,787 terrorist incidents during the past year, highlighting the severity of the province’s security situation.

He criticised the provincial government for allegedly prioritising political engagements over efforts to combat terrorism, saying the security challenges required greater attention and a more serious response from the provincial administration.

Tarar also cited concerns reportedly expressed by the KP governor, who had raised questions about the provincial government’s focus on political matters rather than counterterrorism measures. According to the minister, the governor had communicated his concerns to the president and prime minister through a letter.

Defending the move, Tarar said the constitutional provision for imposing an emergency had been invoked as a last resort following detailed deliberations. He maintained that the decision was aimed at safeguarding the lives and property of the people of Khyber Pakhtunkhwa.
