LAHORE: The Lahore administration has launched a dedicated anti-littering campaign under the Suthra Punjab initiative, introducing enforcement squads and e-challans to curb waste dumping and improve cleanliness across the city.
An awareness event was organised at Liberty Chowk on Tuesday, attended by Lahore Deputy Commissioner Captain (retd) Ali Ejaz and CEO Shehryar Arif Khan.
The new enforcement mechanism became operational on September 1, with anti-littering teams deployed at major roads, markets and commercial areas to identify and take action against people violating cleanliness rules.
Officials said the initial focus would be on public awareness. People committing littering offences for the first time would generally be issued warnings and educated about the regulations rather than immediately facing strict penalties.
Fines for littering and other violations
Under the Punjab Local Government Act 2025 and Suthra Punjab Authority Act 2026, authorities have set different penalties for cleanliness-related violations.
Littering in public places: Rs1,000 to Rs10,000 fine.
Failure to keep areas outside homes, shops or factories clean: Rs1,000 to Rs50,000.
Use of banned plastic bags: Rs1,000 to Rs2,000.
Burning garbage: Rs100,000 to Rs500,000 fine and imprisonment of up to two years.
Burning tyres: Fine of up to Rs500,000 and imprisonment of up to seven years.
CEO Shehryar Arif Khan said the anti-littering squad had been established to help transform Lahore into a cleaner and waste-free city.
Authorities have also directed that all penalties be deposited through banking or approved digital payment channels. Enforcement staff have been prohibited from accepting cash from violators.
The administration said the digital challan system would improve transparency in enforcement while encouraging residents, businesses and commercial establishments to take greater responsibility for maintaining cleanliness.
